NOTE:  The numbers given are actually underestimates of the potential units, since the list is incomplete in the following respects.  It does not include:
  a) individual vacant lots that have yet to be built;
  b) housing developments of 5 or less;
  c) sub-divisions of 3 or less;
  d) potential ohana units on existing lots;
  e) potential ohana units on "committed, designated and proposed" lots;
  f)  all potential agricultural sub-divisions.
