<h2><b>Makena Resort Lands may be for Sale<br>
</b>Makena Resort&rsquo;s request to rezone over 150 acres to allow 1,200 units of timeshare, condo and business development has been dormant since April 2004. The request was accepted by the Council&rsquo;s Planning &amp; Land Use Committee with 41 proposed conditions. Seibu Corp, the resort&rsquo;s parent company, has been rocked by scandals at home and de-listed on the Japanese stock exchange. Seibu has also refused to sign a formal agreement to accept the conditions. Business publication articles have indicated that the faltering corporation is looking to sell their Hawaii resort properties, but secrecy surrounds any negotiations. MT is concerned that regardless of ownership, these proposed conditions will do little to protect the area&rsquo;s superb cultural and natural resources and will not have active enforcement.<br>

<b>Prince Hotel Group Considers Hotel Sales As Parent, Sebu, Reorganizes</b><br>

The panel handling the rehabilitation of the Seibu Railway Co. group is considering selling or closing the group's 85 hotels and resort facilities to reduce debts, sources in Japan said Tuesday. The move would affect nearly half the group's 170 facilities, including the Prince Group in Hawaii.<br>
A final report calls for selling 200 billion yen worth of the group assets to cut its debts and strengthen its financial standing. The report did not specify the number of facilities that would be sold or shut down. The panel initially sought the sale and closure of 53 money-losing hotels and other facilities, but found they would only be worth about 100 billion yen. Some profitable facilities have been added to the list.<br>
The group will finalize the decision on the 85 facilities after Takashi Goto, a former VP of Mizuho Corporate Bank, takes the presidency of Seibu Railway in May and launches a new management team. (for background on this story, see below)<br>

<a href="ahi_kin_threats.html">New threats loom at Ahihi-Kinau reserve</a><br>
Dave Gulko, a coral reef biologist with the state's Division of Aquatic Resources, said much of the destruction caused by humans had decreased since a survey in December when the popular snorkeling places were still overrun with commercial kayaks. But Gulko said he had also noticed some changes for the worse - an unidentified algae that's collecting on coral and the increase of a venomous sea star that feeds on live coral. Neither of the infestations could be fully explained.<br>

<a href="kanaio_fence.html">Old disputes hound Kanaio expansion plan</a><br>
The proposal would more than double the size of the existing reserve that straddles a portion of Piilani Highway by adding between 400 and 600 acres mauka of the parcel and another 150 acres on the Ulupalakua side. The addition would bring more active management to the habitat for endangered native plants and native insects that live in some caves or lava tubes, and would connect the NAR to the Auwahi Preserve at Ulupalakua Ranch where a dying forest has been restored through preservation efforts.<br>

<a href="shoreline_disappear.html">What is a Shoreline?</a><br>
Maui is the state's maverick of coastal management. The island created new setback laws in 2003 based on a $300,000, three-year historical erosion analysis. UH researchers created maps of coastal erosion hazards along Maui's shoreline. By using aerial photos and topographic sheets reaching to the pre-World War II era, the researchers calculated annual erosion rates for each beach. Maui County multiplied the annual erosion rate by 50 (estimated lifespan of a house before remodeling) and added a 20-foot buffer zone. The result: On Maui, the greater the erosion hazard, the bigger the setback, decreasing the future need for seawalls. Planners describe the approach as a more rational basis for managing coastal development than the state law's present one-size-fits-all 40 feet setback. Some neighbor islands are pursuing Maui's lead.<br>

<a href="reserve_closed.html"> Panel wants road through Ahihi-Kinau reserve closed</a><br>
The roadway through the Cape Kinau lava field is believed to follow the route of the ancient Hoapili or King's Trail, which once ran around the island and is a public way. Cutting off access to the Ahihi-Kinau Natural Area Reserve also blocks the road to Keoneoio and La Perouse Bay as well as the state's King's Highway Coastal Trail, a 5-mile trail through lava fields that is a remnant of the old Hoapili Trail between Keoneoio and Kanaloa at Kanaio.<br>

The State Historic Preservation Division has issued an opinion that Makena Resort's 600-acre rezoning request will impact archaeological sites, a reversal of earlier statements that there would be no impact. But Makena Resort officials said Thursday they were willing to comply word-for-word with the conditions proposed by the state for dealing with cultural and historical sites on the property.</h2>

<h2><b><a href="boost.html">Maui's south coast gets boost from new tourism agency program</a></b><br>
Starting this summer, two state-hired rangers will patrol the 'Ahihi-Kina'u Natural Area Reserve and La Perouse Bay on Maui's south coast - areas that have come under increasing pressure from recreational visitors, illegal fishing and off-road vehicles. The state Department of Land and Natural Resources announced Friday that money for the rangers will come from a $460,000 grant from the Hawai'i Tourism Agency's new Natural Environment Program.<br>
The money also will be used to develop a cultural resource management plan, install buoys to mark the waters of the natural area reserve, maintain the portable toilets already installed by DLNR, and install signs to make visitors aware of the need to protect natural and cultural resources.</h2>

The long-abused South Maui coastal treasures of Keoneoio and Ahihi-Kinau could be in for more protection, sanitary facilities and oversight, with the visitor industry stepping up to help with funding.<br>
Dan Davidson, deputy director of the state Department of Land and Natural Resources, said proposed grants from the Hawaii Tourism Authority would allow for a pair of &quot;ambassadors&quot; or ranger-like personnel to be hired to educate visitors and keep an eye on things at the two sensitive spots that have been under siege from increased use.</h2>
<h2><b><a href="file:///Users/roblafferty/Desktop/issuespages/makena/palauea_erosion.html">Palauea erosion probed</a></b><br>
Health Department regulators are investigating a South Maui development because of concerns that it didn't adequately control erosion in a recent storm. The investigation is focusing on work being done in a gulch that runs along the edge of One Palauea Bay, as well as whether builders had adequately stabilized a pile of loose soil on the property, said Mike Tsuji, enforcement supervisor of the state Clean Water Branch.</h2>

In 2001, changes in county zoning were requested for 137 acres not zoned for development, and 15 acres zoned for single-family homes, to be converted into potential condos and hotel timeshares. Currently, no decision has been made. Public hearings are expected in early 2004.</h2>
